Simaero and Corsair are collaborating on the development of dedicated Instructor Concordance Assurance Program (ICAP) training modules to support Corsair’s instructor standardization activities.
The project combines Corsair’s operational and EBT expertise with Simaero’s CBTA/EBT course-design capabilities and full-flight simulation resources to jointly develop scenarios, filmed material, and reference assessments for future instructor concordance sessions.
The first modules are planned for use with Corsair instructors before the end of 2026.
In competency-based and evidence-based training, the reliability of training data depends in part on the quality and consistency of instructor assessment.
Under EASA’s Evidence-Based Training (EBT) framework, operators must establish an Instructor standardization and Concordance Assurance Program (ICAP) covering all instructors involved in EBT. ICAP is intended to identify areas of weak concordance and drive improvement in the quality and validity of the grading system.
In practice, instructors work from the same controlled scenario, make their individual assessments, and then discuss not only the grade itself, but also the observations and reasoning behind it. The objective is not simply for everyone to reach the same conclusion, but to build a shared and consistent approach to assessment across the instructor community.
A distinctive aspect of the Corsair–Simaero project is the decision to develop these ICAP modules jointly by the airline and a third-party ATO.
Corsair brings detailed knowledge of its operating environment, EBT framework and instructor needs. Simaero contributes CBTA/EBT methodology, course-design expertise and an external perspective on how to translate those objectives into structured scenarios in which relevant competencies and observable behaviors can be consistently assessed.
This combination is particularly valuable for instructor concordance. A group of instructors may assess performance consistently while still collectively deviating from the intended reference standard. Bringing an external training perspective into the development process creates an additional opportunity to challenge assumptions and strengthen the robustness of the material before it is used with instructors.
Scenario development also incorporates relevant outer-loop information, bringing evidence from the wider aviation environment into the design process alongside the airline’s own operational perspective.
“Instructor concordance is not simply about everyone giving the same grade. Instructors can agree with one another and still be misaligned with the reference standard. Our work with Corsair is about creating the right conditions for instructors to observe the same performance, explain their assessment and discuss any differences against a clearly defined reference,” explains Cédric Coffignal, Training Manager France and CBTA/EBT Subject Matter Expert at Simaero
The project follows a practical development process. Simaero and Corsair jointly define the competency assessment objectives, desired outcome, scenarios, course support and detailed scripts. The selected situations are then reproduced with a Corsair crew and filmed in an A330 full-flight simulator at Simaero Paris CDG, before the teams establish the corresponding course material.
Together, these assets form complete ICAP training modules for use during the next Corsair instructor concordance sessions, scheduled to begin before the end of the year.

This partnership between Corsair and Simaero demonstrates a collaborative approach that can be extended to other airlines looking to develop or strengthen their own ICAP material.
Depending on each airline’s needs and internal resources, Simaero can support the co-development of operator-specific ICAP modules, from scenario definition and scripting through simulator filming, video production and course material, or provide ready-to-use ICAP modules and course materials that can be integrated into an existing instructor standardization framework.
The objective in both cases is to reduce the development workload for airline training teams while strengthening instructor consistency and the quality of the data that supports continuous improvement of their CBTA/EBT programs.
